As such they are at war with us, albeit it's nott your usual war given that they sacrifice their own lives in the process. It is the only way that they believe is possible to get our attention and hold it. In order to stop the barrage of deaths, we need to begin by accepting their existance, by listening to what it is they are trying to communicate and to heed... to bend.
Since the previous communication was "Now bogged down", this "for rest", is a means of stating why they have bogged things down-- for a much needed rest. They are human as well, and as such they need a little down time now and then just as we do.
