An “August 16, __, 18/Date Sequence” pattern cluster. Gapped clusters such as this are strategically designed as a prompt to bridge the gap using the formula, which brings us to:

2000 – Jack Walker, English businessman (b. 1929)
His surname is an addition to the recent and prolific “Remove a Letter Makes a Word” pattern cluster, as in remove the “l” makes “waker” ... with “Jack” being a cryptic “up”, hence “up waker”!! I didn’t have a reason to apply the “one off” curve ball, however givne the name Jack Walker aka “up walker”, I decided to move “up” to the next one in the list:

Tadeusz Ślusarski (19 May 1950 – 17 August 1998Walker and Slusarski were born and died on the same day!! A “May 19(x2)” pattern-cluster .... a strategic design influence of the inner twin world, and another prompt to investigate the May 19 wiki page using the formula again, and so arriving at:
- 1998 – Tadeusz Ślusarski, Polish pole vaulter (b. 1950)
1999 – Candy Candido, American actor (b. 1913)Interesting names. And he was born on Christmas Day ... which also happens to be the birthday of our Prime Minister here in Canada... as well as the birthday of his younger brother. I did check the one immediately above Candy as well:

1998 – Sōsuke Uno, 75th Prime Minister of Japan (b. 1922)
The surnames Candido and Uno are also additions to the “Remove a Letter Makes a Word” pattern cluster, hence making “candid no”... aka “no frank truth”.
